    Location: Vicenza, Italy




    INSCOM executes mission command of operational intelligence and security forces; conducts and synchronizes worldwide multi-discipline and all-source intelligence and security operations in support of Army, Joint, and Coalition Commands and the U.S. Intelligence Community.


    The analyst shall share knowledge with HQ INSCOM and MSC personnel providing process improvements, best practices and trend analysis to improve overall DTS effectiveness and efficiency. The analyst shall review MSC DTS transactions and provide desk-side support and help desk customer support with DTS technical assistance. The contractor shall provide support to MSCs as required for immediate assistance no more that 10% of the time. The analyst shall provide the following DTS administrative support:


    • Process newly assigned/departing personnel in DTS and provide administrative support
    • Ensure approving officials and reviewers are appointed in compliance with regulatory requirements
    • Prepare documentation to recommend appropriate funding to Lines of Accounting in DTS
    • Review and process Incoming DTS Authorizations/Vouchers and submit to Government personnel for validation
    • Maintain Accounting of Travel Expenditures
    • Conduct reviews of Travel Vouchers
    • Provide Government Travel Card (GTC) Administrative Support for all Staff Elements and MSCs. Provide desk-side, phone and email support to GTC cardholders and Agency Program Coordinators (APC).
    • Assist cardholders with application, correction or modification of accounts to enable proper use and payment to Citibank.
    • Process military and civilian incoming personnel into INSCOM hierarchy to ensure information is correct and accurate to facilitate the use of the GTC.
    • Run various reports to identify delinquencies and potential misuse of the GTC. Provide advice on policy and regulations.


    The analyst shall provide support of INSCOM’s development, submission, and defense of all of its MIP, NIP (comprised of FCIP, GDIP, NGP, and CCP resources), and Army programs including TRM resources. The analyst shall review, analyze, and recommend corrections and improvements to all standard Intelligence Resource Management databases. The analyst shall implement approved corrections to databases.

     The analyst shall provide recurring and ad hoc technical analysis, draft briefings, etc., as required through HQ taskers, directives, instructions, and guidelines. The analyst shall provide senior level expertise for financial planning and program analysis.


    • The analyst should be able to prepare MIPRs, review Purchase Request, analyst funding, review obligations, and successfully manage budget execution data.
    • Perform budget execution functions, build spend plans, and track costs for spending of assigned programs.
    • Pull together documentation for Military Interdepartmental Purchase Request (MIPR), advising internal customers of the various documents needed.
    • May be required to draft MIPR documents including creating the 65-digit Lines of Accounting (LOAs).
    • Perform duties using APC’s and EORs (Element of Resources) to search the performance of current programs.


    Qualifications Required:


    Security Clearance: Top Secret


    Special Access / Access Eligibility: SCI Access or Eligibility


    Education: Bachelor’s Degree in Finance, Business, Accounting, or Management

    Credentials: Fiscal Law, Planning, Programming, Budgeting and Execution (PPBE), and Intelligence Resource Management courses and training

    Skills: Communication skills to effectively interface with senior military officials, managers, and subordinates

    Experience: 5 years financial management experience within the DoD and/or the Intelligence Community.  9 years with no degree.


    • Knowledge of DoD JTR Travel Regulations policies and procedures.
    • Knowledge of DTS order writing for CONUS, OCONUS, and No Cost orders.
    • Familiarization of DOD form DD 1351-2 voucher
    • Knowledge of Defense Travel System (DTS) voucher processing
    • Understanding of DTS Group Authorizations
    • Knowledge of MS Office, working with spreadsheets and/or Goggle.docs
    • Knowledge of AD HOC reports.
    • Knowledge of Commercial Travel Office (CTO) Reservation, policies and procedures
